IPART Issues Official Caution: National AC Rebates Reaffirms Zero-Tolerance Stance on Compliance

The Independent Pricing and Regulatory Tribunal of NSW (IPART) recently issued an official caution to an Accredited Certificate Provider (ACP). The provider committed 12 offences by improperly creating Energy Savings Certificates (ESCs) and Peak Reduction Certificates (PRCs) under Schedule 4A of the Electricity Supply Act 1995.


IPART found that the ACP relied on misleading, "staged" photographic evidence supplied by its installers. The ACP failed to detect that this evidence was unreliable.

National AC Rebates’ stance on compliance is absolute. Misleading photographic evidence is a serious legal offence that undermines the integrity of energy efficiency schemes and carries severe regulatory consequences. We refuse to compromise our values or our standing in the industry.


Immediate Penalties

Any installers utilising the services of National AC Rebates who submit misleading evidence will face swift and severe repercussions. We will immediately take the following actions:

  • Issue a formal penalty notice to the offending party,

  • Terminate your agreement with National AC Rebates, effective immediately,

  • Report the fraudulent activity to relevant regulatory bodies, which may result in a permanent ban from participating in state energy schemes.


Prohibited Practices

For clarity, misleading photographic evidence includes, but is not limited to:

  • AI-generated or AI-edited images used to simulate installations.

  • Metadata manipulation, including altering GPS data, timestamps, or location logs.

  • Misleading cropping or deceptive camera angles designed to hide incomplete or non-compliant work.

  • Staged photography or falsified installation setups that do not reflect true site conditions.
